High-Level Talks Between India and Taliban
The Taliban called India a significant regional and economic partner. Senior foreign ministry officials from both countries held the highest-level talks since 2021. India’s Foreign Secretary Vikram Misri met acting Taliban Foreign Minister Amir Khan Muttaqi in Dubai. They discussed expanding relations and boosting trade through the Chabahar Port in Iran.
Focus on Political and Economic Ties
Afghanistan’s Ministry of Foreign Affairs emphasized its balanced and economy-focused foreign policy. They aim to strengthen political and economic ties with India. India is considering engaging in development projects in Afghanistan. They also look to boost trade ties.
Support for Afghan Refugees
India, hosting thousands of Afghan refugees, will provide material support for their rehabilitation back home. Pakistan and Iran have repatriated over a million refugees since 2023. In response to Afghanistan’s request, India will support the health sector and rehabilitation of refugees. Afghan officials have already started distributing land among the repatriated refugees.
Strengthening Health and Sports Sectors
India offered additional support to the Afghan health sector. They discussed strengthening sports ties, especially in cricket. No foreign government officially recognizes the Taliban administration. However, India reopened its embassy in Kabul in June 2022. They sent a team of technical experts to run the mission.

Diplomatic and Humanitarian Efforts

In November last year, the Taliban appointed Ikramuddin Kamil as its acting consul in Mumbai. India continues to facilitate trade, aid, and medical support. They have sent humanitarian aid to Afghanistan under the Taliban, including several shipments of wheat, medicines, COVID-19 vaccines, and winter clothing.
Rising Tensions with Pakistan
The meeting came amid rising tensions between Afghanistan and Pakistan. Pakistan launched an operation against armed groups in Afghanistan’s Paktika province. They claimed the Pakistan Taliban used Afghan soil to launch attacks, which Kabul denied. The strikes killed dozens, primarily women and children. India condemned Pakistan’s airstrikes on Afghan soil.
Maintaining Regular Contact
The two countries have been rivals and fought three wars over Kashmir. The Afghan side expressed sensitivity to India’s security concerns. They agreed to maintain regular contact at various levels.
