Lieutenant General (retired) Faiz Hamid, the former Director General of Inter-Services Intelligence (ISI), has been detained and is now facing a Field General Court Martial, as announced by the Inter-Services Public Relations (ISPR) on Monday. This action follows a thorough court of inquiry conducted by the Pakistan Army, in compliance with the Supreme Court of Pakistan’s directives, to investigate the allegations against Lt Gen (retd) Faiz Hamid in the Top City Case. The inquiry confirmed multiple violations of the Pakistan Army Act after his retirement, prompting disciplinary measures under the Act.
The arrest stems from a petition submitted by the CEO of a housing society to the Supreme Court last year, accusing the former ISI chief of land grabbing and theft during a raid. Petitioner Moeez Ahmed Khan alleged that following the raid, he and five colleagues were unlawfully confined and called for action against Gen (retd) Faiz Hamid, his brother Najaf, and others. The case was heard by a three-member bench of the Supreme Court, led by Chief Justice Qazi Faez Isa, alongside Justice Athar Minallah and Justice Aminuddin Khan, who directed the petitioner to seek redress from the appropriate forum.
The court’s written order detailed the allegations that Lt Gen (retd) Hamid abused his official position to commit various crimes against the petitioner and his family. These crimes included raiding their residence and business premises, detaining family members, stealing their properties, coercing the transfer of the petitioner’s business to his nominees, fabricating charges against the petitioner and his family, and misusing his official powers. The court highlighted that such serious allegations, if proven true, would significantly damage the reputations of the Federal Government, Armed Forces, ISI, and Pakistan Rangers.
Lt Gen (retd) Hamid, who requested early retirement in November 2022, which was approved by Prime Minister Shehbaz Sharif in December, was among the top six senior army generals considered for the positions of Chief of Army Staff (COAS) and Chairman Joint Chiefs of Staff Committee (CJCSC). Before his retirement, he served as the corps commander in Peshawar and Bahawalpur.
